Cooksey and the OFT Report: Developing the Right Technologies at the Right Price with the Evidence Needed for NHS Practice?

- The OHE and the University of York Centre for Health Economics jointly organised a one-day workshop in central London to discuss issues raised by both the Office of Fair Trading’s Report on the Pharmaceutical Price Regulation Scheme, and the Cooksey Report

- . The particular focus was on how the NHS can improve its knowledge about the value of new technologies both before launch and after launch, and how can it provide incentives for and appropriately reward and use the innovation it needs. The issues covered included:
_ how the NHS through UK based clinical trial work or through prelaunch dialogue with companies can ensure a better shared understanding of the expected effectiveness and costeffectiveness of products when launched in the NHS;
_ how the NHS through the use of IT, patient registries and clinical trials can learn more post-launch about the costs and effects of using products;
_ the use of health technology assessment at or around the time of launch to assess costeffectiveness and how and when any such assessment should be revisited;
_ the OFT proposals for ex ante and ex post “value-based pricing”;
_ how NHS funded R&D should be used to complement private sector R&D.
The invited audience of around 40 opinion leaders from government, industry and academia heard from a distinguished panel of speakers including: Sir David Cooksey, Professor Sir Michael Rawlins (NICE), Simeon Thornton (lead author of the OFT Report), Professor Kent Woods (MHRA) and Andrew Witty (GSK).
